Explanatory Notes on
Main Statistical Indicators
Total Resource of Labor Force refers to the population aged 16 and over who are
capable to work , are willing to participate in or participating in social
labor.
Employees refers to the persons who are engaged in social labor
and receive remuneration payment or earn business income, including: (1) staff
and workers at work; (2) re-employed retirees; (3) employers of private
enterprises; (4) self-employed workers; (5) employers in private and individual
economy; (6) employees in township; (7) employed persons in the rural areas;
(8) other employed persons (including the servicemen).
Staff and Workers refer to the persons who work in (and receive payment
there from) enterprise and institutions of state ownership, collective
ownership, joint ownership, share holding, foreign ownership, and ownership by
entrepreneurs from Hong Kong, Macao, and Taiwan, and other types of ownership
and their affiliated units, excluding: (1) employed persons in rural
enterprises; (2) employed persons in private enterprises; (3) urban individual
laborers;(4) retired persons, VCSR and RRSW; (5) re-employed retirees and VCSR;
(6) teachers in the schools run by the local people; (7) other persons aren’t
included in the statistic range of staff and workers according to related
rules.
Registered Urban Unemployed Persons refer to the persons who are registered as permanent
residents in the urban areas engaged in non-agricultural activities, aged
within the range of working age (16 age and over, while male below 50 and
female below 45), capable to labor, unemployed but desirous to be employed and have
been registered at the local employment service agencies to apply for a job.
Registered Urban Unemployment Rate refers to the ratio of the number of the registered
unemployed persons to the sum of the number of persons employed in various
units and in private enterprises in urban areas, urban self-employed
individuals and the registered urban unemployed persons. The formula is as
follows:

Total Wages of Staff and Workers refer to the total remuneration payment to staff and
workers in various units during a certain period of time. The calculation of
total wages is based on the total remuneration payment to the staff and
workers. Therefore, all the wages and salaries and other payments to staff and
workers are included in the total wages regardless of their sources, category,
and forms (in kind or cash). Total wages of staff and workers includes the wage
calculated by time, wage calculated by volume, bonus, subsidies and allowances,
wage paid in special.
Average Wage of Staff and Workers refers to the average wage in money terms per person
during a certain period of time for staff and workers in enterprises,
institutions and government agencies. The formula for calculating Average Wage
of Staff and Workers is as follows:
Average Real Wage of Staff and
Workers refers to the average wage, which has removed the
factor of price change. The formula is as follows:
Total Number of Persons
Participating in Urban Basic Pension Programs refers to the persons participating in the urban basic
pension programs and registering in the social insurance institutions with
payment registration, including the persons who cannot pay regularly, have
stopped paid but maintained the pension insurance relation; including laid-off
workers who have participated basic pension insurance, entered re-employment
service center and go on paying; excluding the persons registered but without
payment registration.
Total Number of Retired, VCSR &
RRSW Participating in Urban Basic Pension Programs refers to number of the retired, VCSR & RRSW
participating in urban basic pension programs in the report period and are paid
pensions from the pension insurance funds.
Total Number of Persons
Participating in Unemployment Insurance Programs refers to the number of staff and workers in urban
enterprises and institutions or other persons by local government in
participating in unemployment insurance programs according to national laws,
rules and relative policies in the report period.

Participating Urban Basic Health Insurance Programs refers to the total number of staff, workers and
retired participating urban basic health insurance programs in the report
period.
